When you move into a flat in Germany, you must register your address (Anmeldung) within 14 days. You need the registration certificate (Meldebestätigung) for almost everything after that: bank account, tax ID, residence permit.

What to bring

  • Your passport (and those of family members you register).
  • The landlord confirmation (Wohnungsgeberbestätigung), signed by your landlord. See every field of both forms explained.
  • The filled-in registration form, if your office asks for it in advance.

Can I register online?

All three cities offer online registration, but it needs a German ID card or an EU eID card with the online function. Most people from outside the EU only have a passport when they arrive, so they register in person.

I registered in Ulm twice and walked in both times, without an appointment. The staff usually spoke English with me.

In Neu-Ulm I also walked in to register. The staff there preferred German and avoided English, so have your documents ready and a few German phrases (or a German-speaking friend) to help.

In Heilbronn I had to book my appointment by phone. On the phone the staff mostly spoke German, but inside the office English worked perfectly.

In Ulm and Heilbronn, the registration office and the foreigners’ office are in the same building, with registration on the ground floor. The foreigners’ office is on the first floor in Ulm and on the second floor in Heilbronn. In Neu-Ulm the two offices are about 1 km apart.

What happens next

  • You get the registration certificate on the spot (or electronically if you registered online).
  • Your tax ID (Steuer-ID) arrives by post a while later. Put your name on your mailbox.
